The main problem with D.Va in Overwatch 2 Stadium is her vulnerability against beam—heavy team compositions (say, a Zarya-Moira-Mei combo). She’s the weakest tank in this mode, especially after Blizzard nerfed her strongest items. That said, she can be a formidable hero once you reach the end game and can afford the best items.
To tackle enemies in the early game and beyond, you need to focus more on buffing D.Va’s survivability and existing firepower while utilizing her excellent mobility.

While other heroes can have “best” builds, for D.Va, you need to choose powers according to the situation, or you may find it hard to win.
